Abstract

Konsep pembangunan infrastruktur melibatkan pembuatan, perbaikan, dan pengembangan fasilitas fisik untuk meningkatkan taraf hidup ekonomi dan masyarakat. Penelitian ini mengkaji implementasi kebijakan revitalisasi infrastruktur Citra Niaga Kota Samarinda terhadap pertumbuhan ekonomi sektor UMKM dengan pendekatan deskriptif kualitatif. Menggunakan teori Marxisme, penelitian ini menemukan bahwa revitalisasi memiliki dampak positif dan negatif bagi UMKM. Sisi positifnya, revitalisasi meningkatkan estetika dan daya tarik Citra Niaga, menarik pengunjung, dan membuka peluang usaha baru.

Namun, sisi negatifnya, revitalisasi menyebabkan gentrifikasi, menekan UMKM kecil dan menengah, serta meningkatkan sewa dan biaya operasional. Kesimpulannya, kebijakan revitalisasi belum sepenuhnya mendukung UMKM, dengan ketimpangan kelas dan akses sumber daya sebagai hambatan utama. Kebijakan yang lebih pro-UMKM dan partisipasi aktif berbagai pihak diperlukan agar revitalisasi bermanfaat bagi semua pelaku usaha.
